Kaneohe Bay Regional Council received testimony, from a citizen who lives on the bay, reporting night time activities which include harvesting coral, and breaking and destroying coral with the purpose of harvesting shells and aquarium fish.
He expressed the opinion that the activity is to supply the China Trade where a single rare fish can bring over a thousand dollars.
