More Noise

Increased aircraft activity at MCB Hawaii

MARINE CORPS BASE HAWAII, Kaneohe Bay - Residents on Oahu should anticipate an increase in military aircraft and ground operations due to multiple training events occurring in February 2016 at all Marine Corps Base (MCB) Hawaii locations, which include the base at Kaneohe Bay and Marine Corps Training Area Bellows (MCTAB).  

Oahu residents may see and hear increased aircraft activity surrounding the base during the hours listed below. F/A-18 Hornet aircraft will be temporarily based at MCB Hawaii for approximately 30 days starting mid-February; these aircraft will follow normal airfield hours.  Additionally, there will be periods of 24-hour airfield operations, and maintenance may occur overnight to ensure the safe operation of all aircraft. 

Expected Airfield Hours, February 2016     
Normal Operations: 
Monday - Thursday, 7 a.m. to midnight  
Friday, 7 a.m. to 10 p.m.  
Saturday, 8 a.m. to 5 p.m.   
Exceptions: Feb. 8 - 10 and Feb. 15-19, 24-hour operations
Note: Airfield hours may change without notice due to operational commitments.  Aircraft maintenance will occur 24 hours a day as required to maintain aircraft safety.

Bellows Beach Park located at MCTAB will be closed due to amphibious operations from Feb. 19 to 22, and is expected to reopen at noon on Feb. 26. The City and County of Honolulu's notification is available here: https://camping.honolulu.gov/

At the most recent meeting of Windward Coalition President Joan Graham with base Commander (CO) Col Annichiarico, the CO stated that the hours and flight patterns are at the discretion of the base because of “national security” concerns.  Prior meetings resulted in an improvement in the noise level which seemed to reflect a concern for the surrounding community.  Recent noise levels and changes in flight patterns have again become intolerable.  Other military aircraft operations in Hawaii generally conclude at approximately 8 PM. Are the Air Force and Army less patriotic or security conscious? Another interesting outcome was that the CO would meet with the Coalition president only, not allowing attendance of other community participants with aviation expertise to attend. The purported reason was again “national security” and/or the possibility of misrepresentation.  We suspect that this is a public relations approach, used previously by Marine Corps Base representatives, to allow them to refute or backtrack on statements made.

There was a time when flying neighborly was a consideration of mission planning for flights into and out of the Kaneohe Marine Corps Base. Daily “Wave Attenuation” reports were received each morning by squadron operations’ personnel to determine if atmospheric/weather conditions were such that the day’s training flights would need to be adjusted to help minimize the noise impact on the surrounding civilian population. E.g., on Kona wind days – no touch and go traffic.

Those days are obviously a thing of the past, as complaining residents are now told “The reason it was so noisy last night was due to an overcast sky, Kona wind conditions, it was raining, etc.” This is the “NEW NORM”, and has become the excuse-of the-day for the current unfriendly flying being conducted from Kaneohe Marine Corps Base.

Noise complaints: Keep them coming! Many of you have been frustrated by the lack of ability to reach a live person when calling the noise complaint hotline. This discourages the community from complaining and creates a perception that there is little or no dissatisfaction in the community.  The most effective way to log your complaint is to:
1. Call the noise hotline - 257-8832 or if you prefer to speak to a live person - the Command Watch Officer at 330-9636 and also;
2. It is very important you also fill out the Coalition’s online form to document your complaint at www.tfaforms.com/276930
UP COMING SENATE ELECTION … MOST IMPORTANT OF OUR LIVES! Seriously folks, when you look at Hawaii`s 50 plus years of statehood, and the fact that we have only had 5 US Senators the entire time, it is obvious that our next elected Senator will be in it for the long haul. So it is imperative that we, as voters, elect the person who will represent our community’s values and concerns. We must ask our senatorial candidates: How would you deal with the two main issues which negatively impact quality of life, environment, health and safety of the children and adults of Windward Oahu?

•1. Environmental noise and odor pollution from the Kailua sewage treatment plant.
•2. Environmental noise and air pollution from the Kaneohe Marine Corps Base. THESE ISSUES NEED TO BE ADDRESSED AT THE FEDERAL LEVEL. ELECT THE PERSON THAT WILL MAKE A DIFFERENCE!! .

On Thursday, November 7, the Kailua Neighborhood Board endorsed a proposed legal action seeking a judicially appointed “Special Master” to oversee management and proposed improvements of the Kailua Wastewater Management Plant. This was a response to decades of residents’ extreme frustration with environmental pollution (noise, air and water) by the Plant.
A Special Master is an individual (usually an attorney or person with relevant expertise) who performs an in-depth examination of all issues with the Plant and offers advice to a judge in regard to how best proceed.
The Kailua Neighborhood Board has endorsed this action with the goal of finally resolving issues plaguing neighborhood residents.

MCBH Community Outreach

Marine Corps Base Hawaii (MCB Hawaii) is in the process of developing a
notification system to inform interested parties and the public about US
Marine Corps actions in the State of Hawai'i with the potential to affect
historic properties.

As part of this process, MCB Hawaii intends to hold
meetings on Hawai'i Island, O'ahu, and Kaua'i to solicit ideas on the best
ways to provide notifications, what kind of functionality is desired (e.g.,
website, email notification, newsletter, etc.), and other attributes that
should be considered.

THE OAHU PUBLIC MEETING IS SCHEDULED FOR:

    Attending the meeting will be MajGen Talleri (Commanding General, Marine Corps Installations Pacific) and MajGen Owens (Commanding General, 1st Marine Aircraft Wing) as well as Base Commander Col Brian P. Anacharicho and other MCBH leadership.
     Our appreciation goes out to the Base Comand for reaching out to our community by providing this opportunity to have concerns and questions answered regarding base policy and operations.

Meet the Marine Corps Base Hawaii leadership

The Marine leadership will host a meeting on 24 April in the Kainalu Elementary School cafeteria from 6 p.m. to 8 p.m. 2 Marine Corps Generals and our legislators will be present. This event is open to the public. The noise has been better and we appreciate the efforts that have been made. That said, attending this meeting and others like it will help insure neighborly flying and continued noise abatement measures going forward. If you are concerned with more intense MCBH training schedule and the noise impact it will cause attend this meeting. the F18s will be back in July from the 10th till the 27th. Their training schedule will be from noon till 11pm with maintenance run ups from 11pm till their maintenance is pau. Put in your ear plugs and get a good nights sleep.

Notes on the Aug 16 Kaneohe Neighborhood Board Mtg

The Kaneohe Neighborhood Board had a lively meeting Thursday evening August 16. The audience expressed concerns about noise generated by the Marine Base, the recent pedestrian death Pahia Road and the strong orders affecting residential long Waikalua Road.

Capt. Pamela Marshall made a report on behalf of the Marine Corps and received many strong complaints from the public about aircraft noise and the announced basing of Osprey and other aircraft at the Marine Base. People are very concerned about the potential impacts of expanded training on their lives. Those that have read the final EIS realize it says training will be conducted 24 hours a day 7 days a week. That means aircraft flights will be greatly increased. Capt. Marshall responded that the Marine Corps has no plans at the present time to change their hours of operation. Noise complaints should be reported to the "Noise hotline" at 257-8832.  To be most effective you message should include the time and date of the noise incident and if you want a call back leave your name and number.

Captain Marshall announced the Blue Angles will be here for Bay Fest and will be flying from 9/24 through 9/30

One of the most controversial subjects to come before our neighborhood board is always permits for residential halfway houses. According to our current laws, an applicant who wants to establish a halfway house must inform the neighborhood board of their intent, but residents cannot influence the establishment of a halfway house in their community. Legislation was introduced in the 2012 legislative session to establish rules that would govern how halfway houses are distributed within our community. That legislation was vetoed by Gov. Abercrombie.

A meeting to discuss how clean and sober halfway houses should be regulated will be held Thursday, August 30 from 10:51 AM in room 309 of the state capital.

The presentation was made describing the C&C Rental Assistance Program for low income families. The speaker indicated that one of the road blocks to fully implementing the program is finding landlords willing to participate in the program.  You can find more information at http://www1.honolulu.gov/dcs/cityaid.htm.

The Ha`iku Baseball Field has be renamed the Alice Stewart Baseball Field.  Congratulations Alice.

The problem of pedestrian safety at the crosswalk at Pahia Road and Kamehameha Highway is particularly vexing. The Kaneohe Neighborhood Board  has been asking the city to improve the safety at this crossing for years.  The response from the city is  they have checked the  Police  Department incident reports and there is no justification for improving this crosswalk. they obviously did not talk to business owners located near the crosswalk. One business owner testified to the board that he sees several near misses every day. I personally have stopped for pedestrians in this crosswalk and have cars speed by me totally ignoring the fact that I was stopped for a pedestrian in a marked crosswalk. In one case engrossed a pedestrian totally engrossed in her cell phone was saved from injury and possible death when I honked my horn and alerted her in time for her to jump out of the way of an oncoming vehicle.


I was raised in Oregon. In the Pacific Northwest people  respect crosswalks. Those who don't are frequently ticketed. Enforcement is a strong teacher. In Hawaii it is rare that a car will stop for me when I stand in a crosswalk. After an off-duty police officer ran me down while I was standing in the curb lane of a punch bowl street crosswalk I decided that a crosswalk in Hawaii is a death trap. Cars ignore pedestrians and crosswalks and pedestrians ignore oncoming traffic.


In previous cases of dangerous crosswalks the city has simply eliminated the crosswalk. That is not the solution for Pahia Rd. it's a 2 block walk to the traffic lights at either Kahuhipa Rd or William Henry Rd.  People are going to cross Kamehameha  at Pahia  Road whether there's a crosswalk or not. Suggestions for making this crossing safer range from eliminating the left turn into Pahia Road and creating a pedestrian island so that a pedestrian only has to cross 2 lanes at a time to installing a lighting system that flashes to illuminate the crosswalk when a pedestrian presses a button.


We need 2 things: Engineering safety improvements at the Pahia Road and consistent police enforcement of crosswalk violations.


 The  problem of sewage odor along Waikalua Road  was addressed by Athan Agashi of the  Environmental  Services Department.  He said the county has sealed the manhole covers and  installed charcoal filters to absorb the odors. when a resident complained that sulfur added to the sewage was compounding the problem Mr. Agashi stated that they were not adding chemicals to the sewage but were considering using a castle nitrate additive to help  combat odor causing bacteria.

Resolution re Proposed expansion to MCBH training mission

At its July 19th meeting the Kaneohe Neighborhood Board passed a resolution asking the Marine Corps to bring the aircraft which will be based at MCBH to the base so the community can hear for them selves how much noise will be generated.  Then the community will be able to judge whether or not noise levels will be tolerable.  Click here to read the resolution.

MCBH expanded mission and related noise

MCBH held at least four public meetings in Windward Oahu concerning the EIS for the planned introduction of an Osprey squadron on base.  I went to two of those meetings.  They talked about the computer models they used to estimate the noise that would be generated by the Osprey.

I don't remember any discussion of the P8 use at MCBH and I definitely don't remember any discussion of expanded training activities.  

As is so often the case, community opposition is building based on the Final Environmental Impact Statement.  Community members have expressed concern that the P-8 is 4x louder than the planes used in the computer modeling and the models didn't provide for noise echoing off the Pali.  More than anything else the community is not aware that the Marine's plan on substancially increased training activities including night training and night landings at Bellows Field in Waimanalo.

I volunteer at Windward Olelo(King Intermediate School) and when a C-3 flies over the school during landing everything stops - even conversations. If the C-3s make more noise, they will significantly impact the education of King Students.  None of these things where adequately addressed by the FEIS.  What is you opinion?  Leave us a comment.
